trouble with php email from database

first off, heres the code.

here is what is output:

as you can see, the second email was sent, but nothing else. there are 4 email address in the database, the second one I received the email, but not on any of the other 3.

any ideas?

Possibly the database is not returning an email address on the other loops.

echo $email to make sure it actually contains something on each loop.

heres a wierd update:

I took the email from record 1, and swapped it with record 2 in the database.

I still receive the email on the address in record 2 only.

This isn't much help, but it should give you some direction.
First, on the php manual for the mail() function, it is noted that this function is not supposed to be used for sending lots of emails because it has to open a smtp connection (or a port, I can't remember which) for each email that it sends.
I remember reading in this forum that one solution was to call some type of sleep function that would cause the code to pause for a number of milliseconds, freeing up the server... a search here for sleep or mail or a serch on php.net for sleep might give you some good results.
