is "/[^v^]/" the same as "/[^v\^]/" ?

Do these 2 lines have the same meaning?

What is the purpose of that regex? What are you trying to match, because the [^v] means the the stuff between [ and ] are optional literals and the ^ inside the [^{v^]} doesn't make much sense because the \ means the following charcter is a literal?

As stated in the previous except when used as the first character ^ means from the beginning of the line beging tested.
