url ID parameter help

basically im trying to figure out what php code i can use to accomplish what this site is doing...
he is using a template page at http://www.myspacesupport.com/myspace-layouts/preview.php and using url parameters as ?ID=(number)...
so basically for example when he uses http://www.myspacesupport.com/myspace-layouts/preview.php?id=35

it includes the certain code below into the preview.php page so the layout look changes...what php code can i use to do this , can someone give me some example codes..thanks

Seems to me he has the styles defined in a separate file (i.e. files named 35.css 32.css etc) and then uses file_get_contents() to get the css file into a string, and then he just echos it in the head. Something like:

Something like that....

It's not exactly what he has, but it's close enough to give you an idea...
