form and email

ok i used to use mail(); but it doesnt work all that great. this is what i want to do,

have 2 drop down feilds, one of the feilds will go to the subject of the email, and the 2nd feild will be the email it will be sent to, i know how to set that up, how would i go about doing it through php?

i heard mail(); is not the best way to do this.
