Need help Bad

I know this is a stupid question but I just installed Apache and php and mysql on my window pc so I could use it as a test server I have done this before and it worked fine but for some reason I can get register_globals to turn on I know it is a security risk but I need it to be on in order for the softwear that the company I work for uses to install. Any suggestions I already turned it on in the php.ini file. I don't know what else to do.

Where does your php.ini reside? And what Win machine do you have? And what PHP installation do you have installed?
Does the PHP work in general? I mean did you make a phpinfo page and does it work?

I am using windows xp 64. php.ini resides within the php folder. I am using the PHP Version 5.1.1. and php works in general but I just can get register globals to turn on. Normally wouldn't need this but I do for this software and I am trying to set up a test server.
