creating directory's name with complex characters (Korean,Russian...)

hello,

language : PHP 4 & 5.
system : win XP sp1 & 2
server : apache 1.3

I try to create directory's name with complex language in a php script .
the language are :
Korean
Thai
Arab
Russian
Indie
... etc

but the code (just a mkDir()) convert the directory's name created in something unusable and wrong.
the directory are created but the name is : í•œêµ*ì–´ for the Korean characters !
i have put all the language suupport on windows and i dont see where's the problem because when i create the directory manually with Korean characters all is OK !
the PHP script is save in UTF-8 format.

somebody have an idea or a solution ?

urlencode() perhaps? I'm not aware that you can create directories using non-latin1 characters. You can name things on an OS this way, but this is really something different (not a web server scenario)...

the directory are for a web server so i can't use the urlencode on the name before the creating :o
i want all directory who's use in the URL in the natural language from each visitor (14 languages).

i feel that it's possible but i can't find the wrong thing with mkdir() and friend who make the whole idea so bad 😕
