check for file before accepting registration

I have this system where users upload their files into their directory to be viewed by themselves and then these files are copied to a general directory to be viewed by the administration. After uploading the files users are to register. Right now anyone who is on the LDAP server can register, is there anyway I can check for files being uploaded when they submit registration and deny the registration if they have not uploaded the files yet?

The registration requires they enter their username and this username has to be the name of their file.

So I would be looking for a file in /home/username/directory called username_filename.pdf, if this is possible can someone help me with the script.

can you use:

file_exists("path/to/$username_$filename.pdf");

That is what I am trying now. The folder only has to have read permissions to check for files or can I check in any directory??
