I am probably the newest newbie ever on this board... I am here to ask questions because the extention of the website I am trying to put up is php.
My questions is: What tools or software do I need to create these pages?

Knowing only a little bit of HTML, the submit button and the transmission of HTML into the text box for the user is amazing to me. Is there a database management tool that I need to subscribe to that will do that, or is that a part of php?
