Funny question, my website is set up for 760 pixels wide now on my 800 pixel screen it looks okay with a space on each side but on other machines (same screen size) it looks smaller... how can this be? does IE have a setting which views webpages in smaller/larger size???

It depends on the monitor resolution, and its an HTML issue, not a PHP issue at all.
If you set your tables/divs to expand to 100% in HTML you can have the website be as wide as the browser issues.
