HELP! Generating relevancy ranks

I am trying to generating a relevancy rank using 2 images.

Below is the sample image/example of something that i am planning to generate using php

how would i do this? any example sample greatly appreciated.
suppsoe i have a rank of 65 how do i show it with a a image?

1 represent 65 and the other image to show 25.

U create 1 div that have 200px (this is maximum width) this will be the 100% width.
In inside div u can create one div that have as background image your image and u make that div to have 65%, and inside that one u put another div that is 25% with another background image ...
