headers already sent errors

I'm getting this error on some of my pages:

Warning: Cannot modify header information - headers already sent by (output started at /home/mytrue/public_html/includes/sessions.php:517) in /home/mytrue/public_html/includes/sessions.php on line 259

I added ob_start() to the very beginning,
and ob_end_flush() to the very end of sessions.php, but that did not solve the problem.

I also did the same to page_header.php, still the error persists.

This is what I mean:

<?php
ob_start();

OTHER CODE HERE...

ob_end_flush();
?>

What am I doing wrong?

Ok, I found these within the code itself,

ob_start('ob_gzhandler');
ob_implicit_flush(0);

That was my problem.
