substr with ISO-8859-1 character

hi,

how can i use substr() function with ISO-8859-1 endcode???
the string show like this style:

아베크롬비 티 ...

i can't do substr() for cuting the leng that i want

i used utf8_encode() but it's impossible, it's till like 아베&# --- can't cutting

PHP doesn't natively support unicode or multi-byte characters very well (yet). Until it does, you'll have to use the [man]mbstring[/man] extension, and for some things you can use the [man]PCRE[/man] functions with the UTF-8 modifier.

i did'nt see it work.
all characters were saved in data base like this: & # 50500;& # 48288;& # 53356;& # 47212;& # 48708; & # 54000; ... (no space between & #)

so i can't do substr() with the length that i wanted
