You really don't need PHP to make up the page you described. You should start with plain old html.
And while the page you referenced is done with a lot of complex frames, javascript, and cascading style sheets, you can start out by building a much simpler model with tables by using a WYSIWYG editor like Front Page or Macromedia.
As a start you might make up a page and position your list of URL's in a table column on the right side. Later on you can imbed the IMG tags within the anchors so that they will follow the link when clicked on.
When you've got that working, you can then consider making a hit counter for each of these images with PHP.
