One way is to use their IP address as a mark of who voted....
yes, but i guess i forgot to mention, there are multiple things to vote for.....
so set up the tables right and you can still use the IP....
multiple items to vote for, multiple rows with a CSV of data of IPs already voted. Then you just use the mySQL statement "IN" to see if their IP is "IN" the column of CSV ips....
