Best Database Design

normally i use Power designer to design my tables.
But is not free, i will like to know if anyone knows other possibilities available...
i found also Database Design Studio.

I use a whiteboard and the command line myself, but you can use DIA to design a database and then there's a dia2pg tool (and I'm sure someone has made a dia2mysql) to convert the diagrams to postgresql DDL.
