basic delete/update script

Can anyone please put me in the write direction on doing a basic delete and update script.

What i am trying to do is delete a user off the database, via the admin menu. when the user is deleted the database is updated

can this also be done using a HTML form, where when the admin type in a name and the user is located, the form then ask's if the admin would like to delete the user??
