Includes or functions

Does it make sense to have lots of includes that you just add in, or a bigger file with lots of functions that you can include once then you have lots of functions there for you to use?

ie i was thinking of making a logincontrols.php

containing a login, logout and checklogkin functions

originally i have each of these as a seperate include - just wondering what you think?

I personally use includes for header/navbar/footer, and functions for any string of php code. Includes, to me, is more of an HTML thing, and a function is php. I that made any sense.

i just always wondered if there was any specific reasons not to use one or the other. but if its more down to preference then thats cool...
