text above header image?

Why is the text in this script (Frequently Asked Questions) show ABOVE the header image, and not inbetween the header and footer image......

not suprising, buddy wants me to put this template on this site.... nothing but headaches.

At this point... if you're good with HTML (or can use a designer such as Dreamweaver, whatever) I would honestly start over - start from scratch and just use that template as a guide visually (not coding-wise).

EDIT: Though, you never know, perhaps some one will come along and help you untangle it. I just tried to quickly drop it into Dreamweaver, but it was pretty obstinate and wouldn't work quite right, and I didn't really want to sift through all of the HTML and try to find an imbalanced row, wrong colspan count, etc. - something that threw off the rows in the table. Sorry!
