well, the email address I think is actually nothing but a catch all, and a php script that takes the email info, analyzes it, gets the mySQL list of users attached to "members" group, emails them at once using the original email information.
As for archiving.... that's up to the boards individually.... SMF has the mod to do this already, but I'm not sure about phpBB or Invision or vBulletin.
