problem using external files

Hey there,
I have following problem: I want to use external (placed on other server) text file to feed my mysql database. The problem is that that my server doesnt allow it:

Any ideas how to deal with it?

well the beginning of the thread seems to be helpful but having read thorugh it it seems the users had an argument of some sort towards the end, which is a bit distasteful!
