Will apache be enough to create user accounts so that i can have multiple hosting packages on there with peoples websites?
Yes.
That is an extremely bad idea:
Your home is not well suited as a datacentre - it has no redundant power, comms, permanent staff, security etc.
Most types of home internet connection are not well suited for hosting - because they are asymmetric (e.g. ADSL) and hence provide lousy upload speeds.
Nobody will buy your hosting because all the other providers provide a competitively priced service which is much better set up (redundant power, security, comms etc)
