Open outgoing connections?

Hi,
I'm using a web directory with a google page rank feature. But it doesn't work. The script provider said "for google PR feature open outgoing connection to Google Network"
How can i open them? Can i do this from cpanel, or is there a script that allows to do it?

That sounds like sockets ! Have a look a fsockopen() at www.php.net/fsockopen
