Not sure what is wrong

I am having problems, parts of this codes works great and parts do not work together.
Just a run down, I am doing a loop to get all of the $siteurl and of course the $recip is my site url such as http://www.site.com

If I just do the preg_match alone, it works fine for that. if I do the other alone and that works fine for that.
Here is what I am trying to accomplish so if you can help that would be great..

If a domain exist and $recip link is found on a site, echo link found.
if no link found, echo link not found
if domain doesnt exist, show link not found,
and if link is between comment tags, then show link not found..

if((($conts = @file_get_contents($siteurl)) != FALSE) && (strpos(@file_get_contents("$siteurl"),"$recip")!==false)){

You can only have one else statement so

else
  {
      echo "link found</td>";
  }
} else {

needs to be

 elseif(!preg_match("^<!--.*?".$recip.".*?-->^si", $conts))
  {
      echo "link found</td>";
  }
} else {

The elseif isn't needed, because they are nested.

$conts = "";
 $conts = @file_get_contents($siteurl);
$pos = strpos($conts, $recip);
if(($conts == "") && ($pos === false){
   echo "link not found</td>";

Actually after looking at the logic this is all you need

if(preg_match("^<!--.*?".$recip.".*?-->^si", $conts))
  {
      echo "link not found</td>";
  }
  else
  {
      echo "link found</td>";
  }

I mean it will wither print link not found</td> or link found</td>.

Maybe I explained it wrong.
This below works :

if((($conts = @file_get_contents($siteurl)) != FALSE) && (strpos(@file_get_contents("$siteurl"),"$recip")!==false)){

  echo "link found</td>";

} else {

  echo "link not found</td>";
}

This below Works

  if(preg_match("^<!--.*?".$recip.".*?-->^si", $conts)) 
  { 
      echo "link not found</td>";
  } 
  else 
  { 
      echo "link found</td>";
  }

I need them to work together... Or to make it easier to understand..
I want to make sure the url exist , link exist on url, and to see if link is in between comment tags..

if link is in between comment tags, echo NO LINK, If link is on page but not between comment tags echo LINK IS FOUND, IF the url does not exist, ehco NO LINK.
