.html permission

I created a link to a html page. My permission to the html page is set to 777, but when I click on the link it gives me an error:
You don't have permission to access url.com/page.html on this server.
<a href="javascript:void(0);" onclick="popUp2('http://url.com/page.html','500','500','yes','200','100');">htmlpage</a>

I'm just a little confused on why?? Any clues?

Who is the owner of the file? You? The webserver? You might find a solution by "chown"ing the file to someone else...

Yes I'm the owner. I've set the file to 777. What is chown and how do I do that?

chown is the function to change ownership of a file or directory.

usage is:

chown <usr> <dir|file>

chown nobody /home/usr/public_html/*
