Lots. I could be wrong, but every PHP framework I've seen is only useful if you're a developer yourself. Not to mention you basically have to learn a new programming language to use it. This is useful for everyone, end-user clients, consultants, web masters, and developers. For the first while at least, it'll be more beneficial to consultants.
There's tons of consultants out there who aren't developers, but deal with online software daily. Any time any of their clients need the smallest thing done, they're forced to go through a development company which bills at $80 - $100/hour. That completley changes with this.
For example, say a client comes who wants a real-estate property listing site, but you must pay a $29.95/month membership fee to see the properties. He also wants a seperate area for affiliates who will be paid commission for referrals, and another area for real-estate agents to upload and manage their properties. He also wants a message forum, shopping cart, support ticketing system, and self replicating web sites all included and integrated with each other.
The consultant simply creates a new license, selects all the needed modules (assuming they've been developed and published), and installs them to the server. Say $500 and an hour later, the entire system is operational without having to go through a single developer. Then grab a developer from the RD Frame directory, and maybe a quick 5 hour job to tweak the system as needed.
Now if you went through a standard development company for this, it'd be at least $5000, a good 6 weeks, and a huge headache. Then plus with RD Frame, whoever developed the modules the consultant purchased, will receive a ~60% royalty without having to do anything. All you have to do is the initial development, publish it to the network, then sit back, wait for people to install your modules, and get 60% every time.

It's suited for basically every skill level. A client or consultant can setup for full onilne system with knowing only a simple 5% of the system. Webmasters who aren't actually developers can quite easily tweak the systems a little bit here and there. Novice developers can go a little further, and be able to do small projects such as integrate a new payment processor without much problem at all. Simply create a new data processor, and the 3 or 4 functions needed will already be there (from the data type). There'll be documentation explaining exactly what variables those functions will receive, and what variables they need to return. Enter the code for those few functions, and that's it.
Then you can also go further, get your head wrapped around the flow of everything, and develop large modules and systems for it. Every developer is different, but to get your head 100% wrapped around everything, I'd say 15 hours. Obvsiouly, there'll be tutorials and videos available to help you learn everything.
