just finished the beta version of a tagCloud generator. At the moment, this is intended for german websites - an english version is about to follow.

The tagCloud generator weighs body text and metatag keywords.

Very nice.
The only thing I'd suggest is to weed out useless words like "the,"page" and "and."

You're right - yet this version was aimed at the german audience. I will add the english stopword list soon and then it should be ok 🙂
