fopen problem

i cant open url file using fopen() eventhough i set allow_url_open to on. please help.

This is not a useful error report:

What URL are you trying to open? Is it valid?
What error message do you get on the screen / error log
You are running with error_reporting(E_ALL), right? and not suppressing errors with @

actually i was trying to test a free php script that turn rss into html on my local machine (i downloaded the script and ran from my machine)

but i get the following custom errors

Unable to open RSS Feed http://today.reuters.com/rss/technologyNews with error Could not resolve host: today.reuters.com; Host not found, exiting

it works fine when accessing the script from its server

so i think there might be something wrong on my side.
