I was wondering if there is an html alternative to the PHP include statement.

Depending on your server and setup you may be able to use SSIs (server side includes).

Or u can use a template engine like smarty ...

What exactly is a javascript server?

SSI are a simple mod in apache. mod_include. And Im positive there is something simular available in IIS.
