I am a very prelimentary-level-web-programmer(php). I have seen in some freelance sites about SEO(search engine optimization) and Web promotion. They need these for their projects.
I know SEO is Ranking related and nothing more and know nothing about Web promotion.
Can you suggest me how shall I get information about these in the view of web site development.

Try searching google or these forums
There are three things you need to get a solid page ranking.
Content. So that there is relevant stuff on the page to index.
Content. So that other sites will consider it worth their while to send visitors your way.
Content. Instead of silly page-stuffing tricks like hundreds of irrelevant keywords in meta tags, dozens of paragraphs of 1pt white-on-white text and so on (the smarter search engines watch for things like that and count their use as points against you).
