SEO questions for PHP

I've done some reading and hope anyone can comment on these questions.

Static pages are better for SEO. Would that mean that if an index.php page that pulls the header, leftnav, and footer but also has static content be seo friendly or somewhat seo friendly?
Would it be better to to make a purely static page to be more seo friendly?
I read a question mark "?" is not good for se spiders. If so, would this be a bad thing? /index.php?id=1

PHP is a dynamic language on the server side. What it delivers to the customer is usually static (pure HTML) which is perfect for the search engines. PHP can be used to make Flash Movies, Javascript heavy pages, DHTML heavy pages, MPEG movies, and even GIF files all of which are NOT good for search engines. Therefore, the fact that PHP is producing the page is irrelevent. The only thing that is of concern to the search engines is the final result. And if that result is a pure HTML page with a Nav, header, footer, and body, not only doesn't the search engine care, it doesn't even know who or what generated that HTML page.
PHP can dynamically generate purely static HTML pages.
Question marks are bad for seo. Yes, /index.php?id=1 is bad. What I do is make my links to this: /convert_index_id=1.html and then use mod_rewrite to convert that to: /index.php?id=1. This way, the search engine doesn't know (or care) that this is a dynamically generated page. Of course, many people are skeptical of this technique since they don't fully understand it, which is ok. Those people tend to prefer to make 75 static files instead of building one page and passing in a variable like this: /convert_index_id=75.html and that works too.
