How do you change the time zone for the date() function?
[man]date/man has an optional timestamp argument. You provide a timestamp (e.g., [man]time/man), adding or substracting as necessary to obtain the time zone 'change'.
use date_default_timezone_set
see http://uk.php.net/manual/en/function.date-default-timezone-set.php
DO NOT just add or subtract hours; that won't take account of daylight saving time. Read the PHP docs on timezones. For earlier versions of PHP ( < 5.1), set the TZ env. variable instead. It's all in the docs!

that won't take account of daylight saving time
Good point. I always tend to forget that other countries have to take this into account.
