I'm having a styles problem, it's causing all the links in the page to be "invisible".

Won't that only effect the header buttons?

Well, your page has a few validation errors (most notably multiple uses of the same "ID" attribute value - and why on Earth are you using <font> tags?). The only CSS validation errors is that the spec doen't recognise the "hand" cursor. But

Everything is inside a tag with a "header-buttons" ID. Firefox's DOM Inspector tells me that the CSS from your stylesheet that apply to the "public domain notice" link are

• a, a:visited

• #header-buttons a, #header-buttons a:visited

. Indeed the DOM tree representation locates that text in the DOM at
HTML > BODY > TABLE #maintable > TBODY > TR > TD .content-row > TABLE > TBODY > TR > TD #header-buttons (and I notice a <p> element with a .MsoNormal class there!) > P > FONT (eeww!) > SMALL > A.
