Not sure what you mean, or if it's as simple as:

No, I didn't want say this. My question is if it's possible get a date which be refreshed every second.

You'll need a client-side solution for that, such as JavaScript. (Remember that PHP gets processed on the server, then the results get sent to the user's browser.) There are probably a few thousand JavaScript clock scripts out there you can Google for.
