Install the [man]cURL[/man] library dll. Basically, that just means follow the instructions in the manual under "Note to Win32 users:", uncomment the line in your php.ini config file that says ";extension=php_curl.dll" by removing the semicolon, and restarting your webserver.
Do a phpinfo() to make sure cURL is now enabled.
