[RESOLVED] PHP Desktop Program

Just a quick questions, I hope this does nt sound like a silly question.....

A person I might be working with has created a PHP program that he says is working from the desktop like a program, my questions are:

Is this likely to be no more than a localhost install of say apache, php and SQL?

or

Can you have a working .EXE program that runs PHP code?

My guess is it is a php-gtk application. Its still a php script as apposed to an .exe, but it is parsed by php-gtk.
