JPEG, DICOM and PHP

Hi. I am doing some research about the possibility of take a JPEG file convert it into DICOM file, transfer it in that way and open it later in JPEG using PHP. If is possible.

I don't think there are any functions out there to convert to DICOM from jpg format... I researched that about 2 years ago, but not recently. I haven't found one yet, and it would be very very handy for me. I'd be interested to know about it if you find a way.
