Chinese character display issue

I am a complete newbie to all so go easy 🙂

I have a problem displaying chinese characters that are being retrieved from a MySQL database. Everything else but the chinese characters displays correctly.

Database is character set to utf8, as seems to be php and apache as well as as the web page iteself. Chinese characters are being displayed as ??

Anyone got any ideas as to the problem, and more importantly the solution to this issue.

I think you gotta change the charset, buyt i'm not too sure
