PHP and GD2 problem

I've got PHP installed and working fine it runs my vbulletin perfect. but if I try to enable php_gd2.dll from the php.ini file it locks up. no php functions will work until I comment that extension back out again, then it's fine. I've made sure that the php_gd2.dll file is in the proper location, I even tried copying it to a bunch of different system locations but still nada. any help would be greatly appriciated.
