Art type section?

Should we make an art section or Photoshop section for discussion on that, or like tutorials of how to use Photoshop?

Seeing as that has no relevance to PHP, I would think you'd be better served finding either a Photoshop forum or a more general web graphics forum such as graphics.com (another Jupiter Media forum), which includes a Photoshop forum as well as many related forums.

No problem - it can't hurt to ask. It's always a tricky question how limited in topics a forum should be in order to keep a certain amount of focus, while being broad enough to get enough people involved with it.
