How To Do PHP With My Website???

OK I designed this website in Dreamweaver:

What I want to do is make it so that in the panels on the left and the right its certain things like Poll Box, Affiliates Box, Donation Box, Top 10 Posters Box and Login Box.

But I dont know how to do it. Can someone tell me how I should??

I was going to use SubDreamer CMS but I cant use my design with it so I left it.

Also in the middle I wana have a Latest News mod thing were I can put the latest news, and they can leave comments if they want, the sort of things you see on alot of websites now adays.

It's not as simple as "just adding this and this and this and this".

I don't know anything about pre-built systems (I do all my own code) but if you find nothing that you can use, then your best bet is to pay a programmer to do it. Unless you've programmed in other languages before and are familiar with SQL/whatever database program you're using, there is really no way that you could accomplish all of that quickly.
