How to get visitor's timezone?

I use php5 and i want that all time would be shown in visitor's timezone. How to do that?

Or, if it's impossible, what timezone do you recommend to use for international website?

If they have a user account, let them choose their timezone when they sign up.

All php date functions will default to the server's local time otherwise.

For an international site the best time zone to use is GMT (aka UTC)
