Hello I am having troubles getting this bar to the right of this site

If you look at that site you will see that the Login Form is on The news bar And iam having troubles getting in the center. If anyone could help me with this I have the code iam useing in the template file The php files have a Included tag Witch includes the header file into the script Inside the header.php file it has this code
