Perhaps the user apache is running as doesn't have permission to view/read from the folder under what you're looking for? Maybe there's a .htaccess preventing it or Windows permissions?
I recently had an error similar in that the php files I wanted to view would display no output, and after about an hour of going through everything, I figured out two things:
1.) I wasn't techincally an Admin on my computer (easy fix).
2.) I wasn't the owner of any file on my computer (not so easy fix).
Obviously fixing the administration account is as easy as changing your username and what not. Changing the owners of files, not so much. You'd need to have the Security tab available in the properties dialog box. Then under that go 'Advanced...' and click the "owner" tab. Set (or add) yourself as the owner and check the box for all subsequent objects. Click apply, click yes to the alert box, and away you go!! Then try restarting Apache to see if it worked.
A simple permissions issue that in Linux takes 30 seconds, windows, 30 minutes 😛
