Actually, unless these files have PHP code you're looking to evaluate, you might just want to use something like [man]readfile/man.
(Since these files sound like they won't be too large, I won't bother suggest using [man]fopen[/man] and [man]echo[/man]'ing [man]fread/man until [man]feof/man returns true.)
