Rational RequisitePro-Like PHP Application?

We're a small shop that wants to create and manage project requirements and use cases in a fashion similar to Rational RequisitePro:

Is there a PHP-based application out there that mimics Rational RequisitePro? Thanks so much in advance,

Well, rather than specifying what you want the program to be benchmarked against, why not offer us some strata that your program needs to fit within. I.e.:
- Track users
- Tracks projects
- Notes all "changes" in a project
- Manages project downloads/files

If we had requirements for your software, we'd be much more of a help.
