I thought tep_href_link was a standard PHP function. Your remark made me realize that it is a function unique to the osCommerce shopping cart.
I did some research and found that the tep_href_link function is a wrapper for most lnks in the osComm shopping cart. Apparently it preserves session IDs as users switch pages in the cart.
Now I think the error reported by the syntax checker I used (just a checker on a web site) happened because tep_href_link was not defined in the file I tested. It is defined in my production environment so that error was not significant.
I think what I need are some details on how to use the tep_href_link function. I'll be this info is best had from the osComm forums.
