Save spot during Meta Refresh

I have a site that refreshes itself every 30 seconds obtaining live data from a file on a remote computer. The last 40 records of that file are parsed and displayed. If someone scrolled down to record 35 and the page refreshes they have to scroll down again. Is there a way for their spot to be saved so they don't have to scroll back down to what may be record 37?

using anchor tags, sure... but what if they are reading the top ones and the page refreshes and then puts them to the bottom?

That's kind of the problem. Only two records fit on the showing screen at a time and they have to scroll to see anything below that.

why dont you increase the auto refresh because if someone is spending time reading it they are going to get frustrated that its going to constantly jump on them. This way with a longer refresh they can read enough and not have to worry. Also when the page loads update the info this way if they refresh it themselves if they want to check for any new updates. Or you could allow the user to turn off/on the the auto update.
