How do I Browse

Hi All,
Im writing some php to allow other users to upload a file to my site, im stuck and cannot seem to find anything that will allow me to create the "BROWSE" function i.e. to allow a user to search their own computer for a picture and upload it to my site!

Does anyone know how to do this...any help is very much appreciated!
