You'd probably need to use some character recognition software. I'm not aware of any natively written in PHP, so you'd likely have to interface with such a program either via PHP's shell/exec functions. And of course your results will vary depending on how clear and evenly aligned the text is in the image, the particular font used, and the capability of the CR software you select.
