No, <mailto is not a valid tag. <a href="mailto:email@emailhost.com"> is valid.
With the mailto: switch, it automatically opens the default email program on the users computer. What you could do is use a regular form, post it to a PHP page, and use the [man]mail/man command in PHP to send the information.
